Anti-drug success in spite of vulnerability

SAN JOSE - Two Costa Ricans, a Guatemalan, and a Nicaraguan were arrested last weekend as a result of an investigation of the Drug Control Police (PCD in Spanish) which led to the seizure on Saturday of a ton of cocaine that was carried by a trailer truck which was on its way to Guatemala.
